Can Bureaucrats Break Trust? Testing Cultural and Institutional Theories of Trust with Chinese Panel Data

What is the relationship between trust and quality of political institutions in a society? According to an influential cultural perspective, social trust—the belief that most people can be trusted—is value inculcated during individuals’ formative years, remains fixed afterward. A second perspective holds reflects experiences throughout life course, particularly interactions with public officials. The authors test these institutional theories using data from three waves China Family Panel Studies, assessing how respond treatment by officials respondents consider unfair. find such experiences, which they show many cases likely meant being victim corruption, are associated declines trust. Yet effects short lived: within two years both types revert their original levels. These results therefore provide mixed support for suggest reconciliation them.
